(customize-group, customize-group-other-window):
Remove unnecessary calls to custom-load-symbol.
(custom-group-value-create):
Load widget deps if state is not hidden.  If widget deps are
loaded, load them in advance.
(custom-menu-create): If widget deps are loaded, load them earlier.
